The Eastern Mediterranean Region and the global nursing community proudly celebrate the continued contributions of Dr. Fatima Al-Rifai, an esteemed leader and advocate for nursing advancement. As a Board Member of the International Council of Nurses (ICN) since 2017, Dr. Al-Rifai has played a transformative role in shaping global nursing policy and professional identity. Under her leadership, the ICN endorsed a new global definition of nursing, developed through collaboration with nursing and midwifery associations worldwide. This milestone provides a unified framework that elevates the profession's scope and reinforces its critical role in global health systems.
Dr. Al-Rifai’s career has been marked by visionary leadership within the UAE’s healthcare sector. In a pioneering milestone for the nursing profession in the United Arab Emirates, Dr. Fatima Al Rifaei became the First Emirati to serve as Chief Nursing Officer and Director of Nursing at the Ministry of Health in 1993, she established the Central Department of Nursing, laying the organizational and professional foundation for the advancement of the nursing sector at the national level. As the former Advisor for Nursing Affairs at the Ministry of Health and Prevention, she was instrumental in founding the Emirates Nursing Association and the UAE Nursing and Midwifery Council, both of which have significantly advanced nursing regulation, education, and professional standards.
Her dedication to nursing development earned her the prestigious Abu Dhabi Award in 2021, presented by His Highness Sheikh Mohamed bin Zayed Al Nahyan, in recognition of her decades-long impact on healthcare in the UAE.
Internationally, Dr. Al-Rifai led the Leadership for Change (LFC) programme in the UAE, in collaboration with the ICN and WHO EMRO. The initiative empowered a generation of nurse leaders, strengthening healthcare systems across the region.
Her advocacy extends beyond national borders—engaging with WHO, EMRO, ICN, and regional organizations like the UAE Women’s Union to promote nursing excellence and inclusive professional development.
Global Recognition and Inclusive Collaboration
Dr. Naeema Al Gasseer, WHO Representative in Egypt, praised Dr. Al-Rifai’s leadership and the unified effort behind the new nursing definition:
“We are proud that Dr. Fatima Al-Rifai is leading the development of the global definition of nursing and representing Arab and Gulf women with distinction. The definition, now endorsed by global nursing and midwifery associations, welcomes input from professionals around the world via the ICN platform.”
This collaborative definition marks a critical step toward inclusivity and global alignment in nursing. Professionals are encouraged to review and provide feedback on the ICN website to ensure the definition reflects diverse nursing experiences.

Dr. Al-Rifai stands as a symbol of empowerment and leadership for Arab and Gulf women, proving that regional expertise can shape the future of global healthcare. Her legacy continues to inspire nurses around the world to lead, innovate, and advocate for the profession.
Now, we proudly welcome Dr. Myrna Doumit as the newly selected ICN EMRO representative. With her leadership, commitment, and regional expertise, Dr. Mirna will continue the path started by Dr. Fatima, and carry forward the collective voice of nurses in the region. The right leader passed the torch. The right leader now takes it forward. We wish both leaders continued success in their journeys of impact.
Dr . Myrna Abi Abdallah Doumit has been appointed as the new ICN Eastern Mediterranean (EMRO) representative. With her extensive regional knowledge, strategic acumen, and dedication to nursing advocacy, Dr Doumit is poised to build upon the foundations laid by Dr . Fatima and carry forward the collective voice of nurses across the region.
Dr . Doumit brings a distinguished record of leadership to her new role. She has served as Immediate Past President of the Lebanese Order of Nurses, led nursing efforts in crisis situations—including the Beirut explosion and the COVID‑19 pandemic—and earned multiple honors such as the Lebanese Order of Merit and the Women in Global Health “Heroines of Health” award.
The torch has rightly passed into capable hands: Dr .Doumit will guide the EMRO region with renewed vision and continuity. We extend our warmest wishes to both Dr Fatima and Dr Doumit for ongoing success in their impactful journeys.
الدكتورة فاطمة الرفاعي: رائدة في القيادة التمريضية العالمية ومساهمة في إعادة تعريف المهنة وتعيين الدكتورة ميرنا أبي عبد الله دوميت كممثلة جديدة للمجلس الدولي للتمريض (ICN) في إقليم شرق المتوسط (EMRO).
يحتفل إقليم شرق المتوسط والمجتمع التمريضي العالمي بفخر بإسهامات الدكتورة فاطمة الرفاعي، القيادية البارزة والمخلصة عن تطوير مهنة التمريض. ومن خلال دورها كـ عضو مجلس إدارة المجلس الدولي للممرضين (ICN) منذ عام 2017، كان لها تأثير جوهري في تشكيل السياسات التمريضية العالمية وتعزيز الهوية المهنية للتمريض. في خطوة رائدة في مسيرة التمريض بدولة الإمارات العربية المتحدة، وفي خطوة رائدة في مسيرة التمريض بدولة الإمارات العربية المتحدة، كانت الدكتورة فاطمة الرفاعي أول مواطنة إماراتية تتولى منصب رئيسة التمريض ومديرة إدارة التمريض في وزارة الصحة. وقد أسّست في عام 1993 الإدارة المركزية للتمريض، لتضع بذلك الأسس التنظيمية والمهنية لتطوير قطاع التمريض على المستوى الوطني.
تحت قيادتها، اعتمد المجلس الدولي للممرضين التعريف العالمي الجديد للتمريض، والذي تم تطويره بالتعاون مع جمعيات التمريض والقبالة من مختلف أنحاء العالم. هذا الإنجاز يمثل إطارًا موحدًا يعزز نطاق المهنة ويؤكد على دورها الأساسي في النظم الصحية العالمية. وعلى المستوى الوطني، كانت الدكتورة الرفاعي من رواد تطوير قطاع التمريض في دولة الإمارات العربية المتحدة، حيث شغلت منصب مستشار شؤون التمريض في وزارة الصحة ووقاية المجتمع حتى عام 2021. وقد ساهمت في تأسيس جمعية التمريض الإماراتية ومجلس التمريض والقبالة في الإمارات، اللذَين ساهما بشكل كبير في تطوير التعليم والأنظمة المهنية والتنظيمية للتمريض في الدولة. وقد نالت وسام أبوظبي عام 2021 من قبل صاحب السمو الشيخ محمد بن زايد آل نهيان، تقديرًا لعقود من الإسهامات المؤثرة في تطوير قطاع التمريض في دولة الإمارات.
كما قادت الدكتورة الرفاعي تنفيذ برنامج "القيادة من أجل التغيير" بالتعاون بين المجلس الدولي للممرضين ومكتب منظمة الصحة العالمية لإقليم شرق المتوسط، والذي استهدف بناء قدرات القيادات التمريضية الوطنية وتعزيز نظم الرعاية الصحية في المنطقة.
على المستوى الدولي، شاركت بفعالية في العديد من المشاريع مع منظمات مثل منظمة الصحة العالمية، المكتب الإقليمي لشرق المتوسط، المجلس الدولي للممرضين، واتحاد المرأة الإماراتية، لتعزيز التميز المهني والتعليم المستمر في مهنة التمريض.
الاعتراف الدولي والدعوة للمشاركة
أشادت الدكتورة نعيمة القصير، ممثلة منظمة الصحة العالمية في مصر، بقيادة الدكتورة الرفاعي وأهمية الجهود الجماعية وراء التعريف الجديد للتمريض:
"فخورين أن الدكتورة فاطمة الرفاعي تقود تعريف التمريض على المستوى العالمي، وتمثل المرأة العربية والخليجية بأفضل صورة. التعريف تم اعتماده من قبل جمعيات التمريض والقبالة على مستوى العالم، والآن يمكن للجميع المشاركة بالتعليق وتحسين التعريف من خلال المنصة الإلكترونية لمجلس التمريض الدولي ICN."
هذا الإنجاز يعكس أهمية العمل التشاركي والتكامل المهني في صياغة مستقبل التمريض. وندعو جميع المهنيين للمساهمة عبر منصة المجلس الدولي لضمان أن يعكس التعريف تجارب التمريض المتنوعة حول العالم.
نموذج مشرف للمرأة الخليجية والعربية
تجسد الدكتورة فاطمة الرفاعي صورة المرأة القيادية العربية التي تسهم بفعالية في صياغة مستقبل الرعاية الصحية على المستوى العالمي. إن التزامها المستمر يواصل إلهام الممرضين والممرضات حول العالم للقيادة، والابتكار، والدفاع عن مهنتهم بكل فخر.
تم تعيين الدكتورة ميرنا أبي عبد الله دوميت كممثلة جديدة للمجلس الدولي للتمريض (ICN) في إقليم شرق المتوسط (EMRO). وبفضل خبرتها الواسعة في الإقليم، ورؤيتها الاستراتيجية، والتزامها القوي بالدفاع عن مهنة التمريض، فإن الدكتورة دوميت مهيأة لمواصلة المسيرة التي بدأتها الدكتورة فاطمة، ونقل صوت التمريض الموحد في المنطقة إلى آفاق جديدة.
تتمتع الدكتورة دوميت بسجل حافل في مجال القيادة، حيث شغلت منصب النقيبة السابقة لنقابة الممرضات والممرضين في لبنان، وقادت جهود التمريض خلال الأزمات، بما في ذلك انفجار مرفأ بيروت وجائحة كوفيد‑19. كما حصلت على عدة تكريمات مرموقة، منها وسام الاستحقاق اللبناني، وجائزة "بطلات الصحة" من منظمة Women in Global Health.
لقد انتقلت الشعلة إلى الأيادي المناسبة. ومن خلال هذا الانتقال السلس، ستقود الدكتورة دوميت الإقليم برؤية متجددة مع الحفاظ على استمرارية الجهود. نتمنى كل التوفيق والنجاح لكل من الدكتورة فاطمة والدكتورة دوميت في رحلتيهما المستمرة نحو التأثير الإيجابي.
